Guys, I have looked at a number of these coins and this is the only one that I see that the "O" and "C" are smaller and at different level. Your thoughts?

May be a case of Die Deterioration.

It looks to me that there is a bit of a Ridge Ring that is distorting the bottoms of the letters.
