Hi all! I'm new to collecting and came across this coin that I've never seen before. I've searched the forums and internet for something to compare this with but to no avail. And explanation from you all would be greatly appreciated. Thanks in advance!

To CCF! These are plating bubbles caused by plating issues. Pretty common on the 1982 Cents.

Whenever you find something odd, try going to error-rf.com and looking for it. In this case search there for plating blisters.
