Not an error. It's PMD. It's been heavily damaged. Just a spender. Worth 10 cents.

A victim of rather severe post-strike damage. The coin didn't leave the striking chamber in that condition.

For some unknown reason it looks like someone took a hammer to the rim to flatten it. Why? Who knows, but it is just a damaged coin now.
