Can't really tell what is going on with your dime. Remember starting 1965 dimes were clad, not a solid alloy metal.

Hmm yes looks weird and @marv is right that it shouldn't be a lam. Maybe dried glue on the rev and surface staining on the obv?

reverse side looks like a big scratch, and on the obverse over IGWT could be a stain or something on the surface.
