Quarters of this era are clad, so an alloy mix issue is highly improbable. I'm seeing evidence of dried crud/film, which may have been the result of spending some time in a poorly maintained fountain or pond....or even damp soil. Might be fun to try an acetone soak to see if the crud can be reduced or eliminated.

It's been stained from environmental damage. PMD. Could have had liquid spilled from a drink on it.

Improper alloy mix errors are found on older coins and Lincoln cents prior to 1983 with streaks or lines of varying widths and lengths. This general term 'improper alloy mix' can refer to incorrect proportions of an alloy's constituent metals, incomplete mixing of those metals, or a combination of both. When the metals are not thoroughly mixed, you can end up with streaks in the coin metal strip. A woodie is an improper alloy mix for example that has a poorly mixed alloy that can result in alternating light and dark streaks. This is often referred to as a "wood grain" pattern. The 2021 quarter is made of cupro-nickel, which is a mixture of 8.33% nickel and the rest copper. The coin weighs 5.670 grams and has a diameter of 0.955 inches.
Its copper sulfide and copper chloride which acetone or even an ultrasonic bath will do little. John Lorenzo Numismatist
