1966 One Cent, Foreign Planchet?

I purchased a couple bags of circulated Canadian pennies from my bank yesterday and there was this odd 1966 one cent American coin in there too.
It has "In God We Trust" cut in half, the L in Liberty is missing and the I has a different font close to the rim. The top of the United States of America is cut off too.
It weighs 3.02g and is thicker and slightly smaller than a regular 1966.

I'm thinking it must be a foreign planchet, but any thoughts/information would be appreciated.

Agree with above. Note the swollen, melted looking details/devices on your coin.

Thicker rim + smaller diameter = Dryer Coin.
