I would grade it a 64.

Appears to be well struck, only minimal ticks/hits, disregard the 'black' non reflexive areas...put me in at NGC MS-64

A 63 to me. Probably need to see it in hand. 64 would not surprise me.

Depending on WHEN it was graded ,
Could be a 64 . Personally I would NOT
pay anymore than 63 money . Lots of
Chatter.

I agree that there is a lot of chatter, but I'm guessing NGC gave it an MS64.
