Looks like one of those super high grade coins with unattractive toning. I'll guess MS67+ based on not much that I see in terms of flaws.

  It looks like a dirty tone but I see luster so I'm thinking its uncirculated from the photos |

It looks like an AU55 to me, but I'll say PCGS gave it an AU58.

i think au, the hair is worn over the ear.
maybe dipped looks like faint traces of a print over the face

This is a hard one. I lean towards a very weak strike and some not great toning. MS-66
