Does anyone know what would cause the variation in the font for United States of America on the reverse?

States looks different (fatter) than the rest of the letters.

I'll guess a Grease Filled Die issue or a weak strike.

Any signs of the reverse die being polished in that area ? Can't tell for sure from your photos...seems like I see some polish lines moving from north to south in the 1st photo posted.... only thing I got..

to the CCF This is an area that is a weak spot on the entire Lincoln series. It has happened from the first year to this year. The shoulder on the obverse takes so much metal to fill in. If the planchet is a little light weight or a little less pressure striking, this area on the reverse doesn't get filled in. Most people mistake it for a Greaser, but it's not.
