I'm thinking the mint mark took a well placed hit.

The Mint Mark was hit at the top and smashed down, you can see the original outline of it .

Would it be considered an error?

It's not an error. It's PMD. I would take some time and study up on the minting process. https://www.usmint.gov/learn/produc...MKpQ_jjIX6AU

I guess I don't understand how a mint mark could be moved after minting. It would make more sense that it was moved during minting?

It didn't happen during the minting process. It's just damage and not an error. Study up on the minting process. It will take some time to learn, but once you know it, it will be easier to understand.

Actually there is no way for it to move during minting, the mintmark is on the die and when the coin is struck, none of the features on the die can move. A sharp hit at any time after the coin leaves the dies though can displace metal.

Rmahoney3 you have to remember copper is a soft metal and moves quite easily. It dose not take that much effort to move the high points on a coin.
