The obverse side looks like is was sandblasted, what a shame off center and if it was in better shape with no date it was probably a collectable

to the CCF

The obverse does have a slight MAD (mis-aligned die). However that surface texture did not happen at the mint. Whatever caused it is PMD (post mint damage).

"Sandblasted" is a pretty good description. I wonder if that surface abrasion might have also obscured the date or if it was missing when the coin was minted.
