It is not a DDO, not a doubled die. This coin comes from a doubled working hub, higher up the chain of die making, and in turn, will have MANY more coins with this particular doubling. A doubled die comes from a doubled "working die," which is at the bottom of the die-making before the coin is made. Here are a few links to check out.
