Pictures can be very deceptive but my first thought on seeing this was impaired proof. However the rims on the right side are not as squared as I'd expect and the odds are poor. People also polish coins sometimes. Several tens of thousands of PL's were placed in mint sets.

I'd need to see better pictures but I'm leaning toward PL.

It might be pointed out that if this were an impaired proof it would be worth in the vicinity of $2500 Canadian.

Don't get your hopes up but it can't be ruled out with the information at hand.

So, if the coin is not a proof, but has been washed, dipped, and polished to appear proof-like, the coin has undergone a cleaning and alteration process to make its surface shine more like that of a proof coin. Since this treatment involves physical cleaning and enhancement of the coin's appearance, it could indeed be described as having been lustrated?
