No, it looks to be some kind of foreign substance on the coin. Some sort of adhesive possibly.

Yes I'd say 0% chance of it being struck twice at the mint with two different denomination dies on one side. Someone glued a cent to this dollar coin and then pried off the cent leaving behind the dried adhesive. Not an error.

It's glue or epoxy. Soak it in acetone for a while.
