I think this is an obverse 3a because of the closed C in Canada. I would appreciate some confirmation on this. The reverse of this coin is actually in nice shape, a good strike with hints of red remaining. However, there is something going on around the rim on the obverse below the word Canada. Any ideas on what happened?

I didn't know that there was any Obv 3a for the 1892's. ALL of the C's in Canada for the Obv 3's were closed, or almost so. It's definitely an Obv 3 because of the long cross-bars on the E's. I couldn't find your Obv specifically in Ron Turner's book on the 90's and 92's. I think that I saw D/C's on the 1st I in Vict and the last A in Gratia.

It might be a Charlton catalogue term as the 2024-25 issue references obverse 3 as an open C and obverse 3a as a closed C. I definitely see what you mean about the long cross-bars on the E's.

I ordered volume 1 and 2 of 1858 Cents of Provincial Canada yesterday. I probably should have ordered the one you are referring to as well.

Yes, maybe so, since the 1890 Obv 3's have open C's in Canada and normal E's.
