I looked at a lot of the 1883 Indian heads on the PCGS site and none of them appeared to have this notch on the top of the 3 in the date. Is this a rpd -004/ Snow-10?

From the picture posted the date appears to be a normal strike and it may the intrusion you see maybe due to a worn die.

It looks like Strike Doubling from the photos. Usually all date numbers show the shelf-like metal spread. Maybe some more photos will help display what happened.
