It looks like damage to me. There are also nicks at K3 and K9 on the reverse.
Inordinately fascinated by bits of metal with strange markings and figures

That does look like a planchet flaw, but the rest of the coin is too chewed up to straight grade.

No way that would straight great. In addition to the problems mentioned the coins been improperly cleaned. I would expect it to grade out XF/AU details damaged.

Could be a planchet flaw, but the rest of the coin is banged up. It won't straight grade. EF to AU details.

Looks like all five experts were wrong.....goes to show you, if you believe you are correct and you have the coin in hand, trust your gut.   |

The pics on the NGC certification page definitely present much better than the ones you originally posted. I can see why everyone called it details from the original pics.

Congratulations on the result. I'm certainly no expert but do know there are many coins in straight graded holders that shouldn't be.
