@girl, there are a bajillion different things that could cause the surface of a cent to appear a different color and virtually all of them would be considered damage. From your pics, it appears as though the color is in droplets on the surface, so maybe paint?

Paint theory is fine and all but wouldn't it have come on when I tried scrubbing it? And the light purple spots are reflective? Can't get a sense through pictures.....

Well to be sure scrubbing with water and a paper towel will remove some paints (with the caveat that you should never mechanically rub any coin that has numismatic value beyond face or intrinsic metal content). Have you tried soaking it in an organic solvent such as pure acetone?

I am glad this came to discussion, those glitter like octagon dots are seen on many coins. Anyone who hunts coin rolls and have done it for several years have come across them. I have no idea what they are but can speculate a common source is at the facility that rolls coins?

Purple Sparkly. Sounds like a rare shade of fingernail polish, my wife asked if mint employee(s) were doing their nails on the mint product line.

@Girlinlove, when foreign substance interacts with coin's alloys funny strange things happen, no way of telling what got on this coin but it is considered PMD. Keep up with your posts and asking questions, many informed members here.

No worries! I often do post replies with a jokingly theme to them. Your post wasn't necessarily "dumb" as to where those purple sparkly marks came from, however it would be very, very difficult to figure it out, therefore any theory could be a likely cause. My wife is not allowed to comment on coin topics anymore!!
