Doesn't look like damage to me (although there is quite a bit of circulation wear, so it is hard to know for certain). Rather I think that this is a lamination that has folded over part of TRUST. It might instead be struck through foil or a rolled-over Rim Fin though.

Thank you all for the wisdom. I have always thought it to be a lamination peel, but the piece over "ust" seems to be an anomaly. I cannot tell where on the coin it would have peeled from. Maybe it came from the rim, and wear on the coin has made the evidence disappear.
