1993 D Lincoln Memorial Cent - Confusing Error That Shouldnt Exist

I don't think it is a RIDB because it is raised up, a RIDB should be at the same lever as the devices as the part of the die. I think it is a rather large die chip, BUT, not 100% on that given the images. Can we get a close up of that on the reverse? Collecting since 1972. Learning from then on "Tell me and I forget.
