So I think this has been Struck Through Grease? As I know it is not this:Grease Mold Doubling (Stiff Die Fill Raised Design Element Doubling): but all in all still pretty nifty

@lit, it does appear that a little grease in the die may have prevented the date and LIBERTY from being fully struck up. Fun find!

I'm going to go against the crowd and say that the date is scraped. I can see fine grooves / speckling in the 6 and the second 9. Also, there is damage to the rim adjacent to the date, and I think that these 2 are connected.

I too shall go against the group and say possible Feeder Finger Damage. the scrapes are not showing on top of the major device elements - but maybe a tiny bit of grease was in the date area, making the 9 and 6 Shallower and wider, which allowed the FFD to also very lightly scrape them as well.
