Spender. Those circular scrapes are the Ring of Death, caused by a coin rolling machine.

Looks to be a well-circulated '81 P, with some possible damage on the obverse caused by a coin roll wrapping machine (that inner 'circular/curved' feature between the rim and the back of Washington's head). Worth 25 cents.

The reverse seems to be showing a Struck Through Grease issue as well.
