Found a strange 1969 with missing top letters on America. IS this a PMD or something that happened during the minting process?

I thinking maybe Struck Through Grease just top of those letters?

The only thing I can think of seeing the top of the letters are missing which means
the cavity on the die must be filled in is that it is a partially grease or grit filled die.
There is no other way for the die to be altered.

My opinion is over polished die . the same processed caused the floating roof on the Lincoln memorial. I can always be wrong but just had to put it out there.
