Strange case here with some of the design transferred to the rim. Looks to be Die Deterioration but it is only affecting part of the die(s). So I'm guessing some sort of mechanical mishap rather than die wear issues.

Puts me in mind of Ejection Impact Doubling.

Scroll down to the lower examples.

Thanks makecents, I don't think ejection doubling would affect the both sides of the coin. Notice "ONE CENT" on the reverse is stretched out and is in the same location opposite the obverse feature.

The majority of what I see on the obverse and reverse is just extreme deterioration, I was just concentrating on the area you showed a closeup of that rolled up on the actual rim. I see nothing but extreme deterioration on ONE CENT.

I would say it's a minor case of rim-restricted design duplication characterized by a low bounce and a slide of the hammer die after it reached the lowest point of its downstroke. You see this effect on 1982 quarter dollars and some 1979 dimes.

Thanks Mike, my title is off but that was what I meant it to read.

Thanks for the comments.
