agreed, please post up full coin images so we can see what the rest looks like.
But I'll take a blind stab and say that it appears to be an attempted cut from a pair of diagonal cutters,

1st 2 photos: It appears to have been manually manipulated. The raised area is as the coin was minted. The rim and incuse lettering to either has been nearly obliterated.

3rd photo: Looks like a die chip.

Rest of photos: Showing similar damage as the first 2. (ground, sanded, or otherwise reduced)

Here is the same area of a normal quarter.
