I found this searching ebay, I am assuming this is an offering from ANACS to reflect the West Point Mints start of pressing Silver Eagles in 1988.

The 2013 set I have from the US Mint is to celebrate West Points 75th with a 2 coin set, a Reverse Proof and Enhanced Uncirculated

Not a Mint set, "but I see what they did there".
The 2013 West Point set was to recognize the 75th Anniversary of the construction of the West Point mint.
Coincidentally, 1988 yes was the 25th anniversary of the West Point mint producing silver eagles, bullion only.
So anacs decided to make it's own set commemorating the 25th anniversary, using the West Point mint set, a 2013 proof and Uncirculated, and a bullion they purport to be a (W). I didn't know they had the codes going back that far and this is anacs, after all.
I never have see this set.
Are there other 1988 (W) bullion ASEs out there by one of the 2-3 reputable graders?

It isn't possible to prove a 1988 mint, but 2013 the Monster Boxes were identifiable. I have one from NGC

@Mojojojo: That's a nice aerie of 2013 Eagles.

Gilly: I have NGC graded 2013 (W) and NGC graded 2013 (S) bullion examples. Based on that, ANACS could attribute a bullion coin to the West Point Mint.

I've checked my set building notes re: traceability to a given mint in the 1988 - 1998 time frame; bullion issues came from San Francisco and West Point but there wasn't a way to trace them.

In 2016, ANACS put out a 3 coin "Mint State Set" featuring MS69 examples of (W)(P)(S) bullion. They were labelled as shown below:

In 2020, they did another three coin "set" with MS70 examples of (W)(P)(S)

Buy the coin, not the label.
