I would say coin has been in contact with something acidic but need to see both sides and edge to confirm that.

@Dearborn called it, result of a corrosive substance where the outer layer of Copper and Nickel have been eaten away and exposed.( composition of modern Kennedy halves, 1971-present is an outer layer of 75% copper and 25% nickel bonded to a pure copper core)
