Is this doubling on "States on the T and E"? and other on beams?

By beams I think you mean columns? That is normal design. The gray area on top of some letters is zinc from DDD. also common.

That's Split Plating. It's common on copper plated zinc cents. https://www.error-ref.com/split-plating/

That is called Split Plate Doubling, another of the
worthless types of doubling.
That is part of the design on the columns.

Sorry, I couldn't think of the word yesterday for the "COLUMN". I know the top of the letter is split plating but I was wondering what is on the T? The blue arrows I have included in the picture.
