I found this while coin roll hunting today. Is this a busted bucket die chip error?

Not a Cud, but a nice sized Die Chip. A Cud involves the rim and some parts of the field. https://cuds-on-coins.com/washingto...tate-terr-2/

Have you checked for DDRs? The 2nd window pane from the bottom right looks like it might be a candidate from the pic shown.
