One coin is genuine from one seller and one coin is suspected of being a counterfeit by a different seller. My testing shows the suspect coin is more like a genuine piece instead of a fake. I was placing the coins in envelopes for storage and noticed toning around the rim of the good coin is not much different in color than the toning on the suspect coin.

Toning has nothing to do with authenticity - would need full pics of obverse and reverse to actually tell you!

Alternatively, neither coin could be genuine.
Inordinately fascinated by bits of metal with strange markings and figures

I have a few "coins" from Puerto Rico.

I'm in no way an expert on these, so I weighed them and each was wildly off from expected values.

A couple were over, a couple under, nothing close enough to say "normal wear" or "normal variance". Darn shame!

I've never submitted a coin for grading / authentication but in this case PCGS or NGC might be your best solution.
