The phenomenon on LIB looks interesting. It's worth remembering that proofs are struck twice, and that can cause some MD-like appearance around the edge of devices. However, there were strong doubled dies on Kennedy proof coins in 1990 and 1992. So it's not impossible that this is a legit minor DDO.
There are some very knowledgeable folks on the forum about Kennedy halves and proof DDO / DDR coins, notably atrox.
One technique you can try is to angle the camera at the letters, and try many rotation positions. I own several proof nickel DDR, and the Class V rotational splits will suddenly become sharply evident when you find the correct camera angle.
