I also want to say that the date looks to be doubled and I showed it to my adult son and he could not move the object

It looks like metal has been moved upward so I'm thinking it's a gouge.

As far as DDO....I think what you are seeing is zinc rot/split plating which is going to get worse as time goes by.

Safe to spend....doubling on date? On the 8 and 7 "doubling" is "slidding" towards the rim, that Die Deterioration Doubling (very common) means die was wearing out. Thing on the steps is IMO a gouge PMD

When a coin is struck through an object, the cavity is generally flush to the coin surface. The force of the hard steel die pressing into the planchet surface prevents metal from being raised. Generally, raised metal next to the indentation indicates a ding from post-mint damage. Raised metal without an indentation or scrape could be a die chip or gouge.

Lack of raised metal is for small strike-through errors. Large errors can have all sorts of appearances because the coin surface is so deformed.
