Looks like there's some kind of lamination flaw going on under whatever happened closer to the surface. Can you post a photo of the reverse?

Interesting bits of damage to the reverse, although it doesn't tell anything about PMD on the obverse as I hoped it might. Scratches are noted, but they don't seem related to whatever happened on the other side.

Side note: It's a good idea to use a small pair of pliers to flatten the staples on the holder. It reduces the chance of them scratching through another coin pushed against the back, especially if it were a larger coin.
