Appears to be post-strike damage of an acidic nature, yes. An accurate weight to two decimal places should reveal more.

95% copper, but missing roughly 3% of its original mass (0.1 of 3.1 grams).

I've sometimes cleaned pre-1992 bronze UK 1p and 2p coins that I've found with my metal detector to make them spendable, and they've ended up looking like that. Generally now I just use them in slot machines as the tiny face value of the coins doesn't merit the effort required to clean them.
