I have been reluctant to post but the more I look at it the more I see that I think cannot be PMD?
Would appreciate any comments.

Nice photos! I'm thinking it's the result of rather vigorous post-strike damage. If coins could talk...

The closer I look at the detail using a microscope the more I think there is less PMD damage.
If you look at the area preceding "in god" - you will note why I decided to post.

I see the area that you are describing @psh. There simply isn't a way for this to happen during the striking process at the mint. Although it is odd-looking, it must be damage.

Have you noted slight doubling on reverse. This coin is an absolute mess - how it came to be - I have no idea!
I would love to clean but realise that would destroy any value, If any.

When metal has been push around like it has on this coin, you may see things that looks, maybe not right. Your coin has nothing but damage to it, so clean it all you want, it is too damaged to hurt it. Value will always be one cent or copper value in weight.

True, there is no way that can be an error.
Just ask yourself how could that possibly happen when the coin was struck

Well, there it is. Under a scope plain old damage turns into all sorts of crazy stuff.
