Is that feature mostly raised, or mostly sunken (incuse)?

Same question as asked above.

If it's a coin you're considering purchasing, I'd advise against it. It can be had in higher grades at reasonable cost.

If you're talking about the area I circled it looks just like some damage with metal movement - PMD.
