PMD of some sort, maybe from heat or acid? Whatever happened to it, it's not an error.

Agree--post-strike damage. Appears the coin was exposed to a rather harsh, corrosive environment. Perhaps spent some time in acidic soil, or in the (acidic) gunk at the bottom of a fountain or pond. Can't rule out heat damage...

I'm going with heat damage, you can see where the surface has bubbled and then receded.
But then again the surface looks corroded. Maybe it is a combination of both.
In either case, it is PMD

We don't typically see both heat and corrosion damage, but this dime seems to have both. @put, the weight should be below mint specs on this coin.
