This steel cent sure looks like a 2 clip coin, but I'm not sure because the actual clips look a bit small. I did the best I could with photos and hope they will be good enough to get some opinions. The more I look at it, the more I think it's PMD..Thanks

Why are the "clips" angled? When coin stock goes through a stamping machine it would be straight up and down - No?

The steel is exposed and rusted in the clips. That says the zinc plating probably isn't present in the holes. Since the zinc is plated onto the steel planchets after cutting, that shouldn't be the case. Also, the diameter of the clips is too small. I think it's PMD.

Definitely not clips.
A curved clip would follow close to the contour of a cent.

That's not true, the sheets were plated, then they were punched out. That's why most of them rusted, the edges were exposed. (Googler AI is wrong)

Indeed, the zinc was plated onto the sheet rolls? I hadn't heard that before—not that I hear much about steel cents—but I guess that makes the 1943 zinc plated steel process unlike the 1983+ copper plated zinc process?

Correct. The sheets were plated, then punched. If you find a steel cent with the edge plated, then it has been reprocessed (re-plated).
