I found this quarter in pocket change yesterday. Just curious what is going on. The surface is smooth. I like the the way certain images stand out from the other images, highlight maybe? Is this an Clad error?

Probably environmental staining, although it could be a campfire coin.
The coin has what we call a circulation cameo. Dirt, corrosion, staining make the coin dark. But then handling wear on the high points wear just those areas back to the shiny metal, producing a visually pleasing contrast.

Somehow "colored", whether purposeful or not and then buffed at some point, you can see the buffing marks on the edges and slight deformation of the letters from it too.

The image there is blurry. Not sure why my phone made it blurry. But, if someone actually buffed out the lines(not wear) then that person is got a lot of time on there hands.

I kinda think if you took a stained coin and just rubbed it on a stiff carpet for a while, that could accomplish what we see here.

Unfortunately, I am too familiar with buffed coins, during my heavy buying of Morgan dollar lots in the past.

In the edge it looks as though there may have been "black" oxidation.

What you have has absolutely nothing to do with an improperly annealed planchet.

But it is a pretty nice looking "circulation cameo" - which is another way of saying cool but only worth face value!
