Not exactly sure but a filled die or polishing the die causes things like that. I'm going with polishing.

Yes it is the result of excessive die polishing.

The field on a die is the outside of the die. The devices are deeper inside the die. So when polishings happen or a clash, the areas affected/polished in the outside field areas. Field areas are not just the open areas on the coin, but includes areas that are the same height among the devices.

Anyone noticed how rare the NJ quarters are now? Most of the 1999 in general are tougher to come across.
