I think (but maybe not) I can tell the difference between double die and Machine Doubling! However, my question is this: can just a portion of a coin be doubled? Lets take just the date. Must all numbers be doubled or can just one number be doubled? Another question is: if one part of a coin (the date) is doubled, must doubling also occur elsewhere (on legend)?

In short: yes.

Machine Doubling is notorious for only affecting certain devices, and leaving nearby devices untouched. But even die doubling can effect affect only portions of the die face. That is especially true of pivot doubling, where one side of the coin can have strong doubling and the portions near the pivot point show nothing visible.

My favorite form of doubling is Type 3, where there is a design change. This affects just the portion of the design that has been changed.

Here's an example, a 1949-S with blunt-4 over pointed-4:

You have been given some good information from different folks here. READ and study. coin rejector gave you a very good link to go through, learn and understand some of these differences, so did Tunnioc. Brandmeister and rmpsrpms gave you particular instances where this type of hub doubling can happen. Brandmeister also explained how Machine Doubling, which is common and worthless in my opinion, can happen in the way you explained. In the end, time and experience will help more than anything else. If you stick with this and pay attention to others, you will come to understand the difference. If you have a particular example, maybe start a new post with pics and we can probably help.
