Found 7 of these in a fresh BU roll. The weights are 3.3 grams or over. No irregularities MS65 range. Foreign Planchet is my guess.

The US did not mint any bronze coins in that weight range in 1963 or 1964 for another country. Finding 7 in the same roll is explained better by a too-thick coinage strip than foreign planchets.
Inordinately fascinated by bits of metal with strange markings and figures

Agree--rolled a tad thick. Weight is just outside tolerance.

Having 7 over weight planchet strikes in a roll has a whole lot better odds of happening than 7 foreign planchet strikes...... .

High tolerance for 1964 cents is 3.24 grams so 3.39 isn't that extreme.
