Tough one. I want to say up to mid-VF because it appears to be a weak strike. The star at 11 seems almost UNC.
I swing a metal detector and have a knack for finding dirty old coins.

i agree. the strike issues really stand out on this one. this is a cool coin though. looks all original to me.

Definitely some strike issues. Outer edges have bold detail. Nice EF-40.

Tough one to grade because of the strike issues. Just looking at the better struck areas of the coin, I agree with IGE, this looks EF-40-ish. Maybe a tapered planchet or a tilted die?

My one concern is the old cleaning / wiping. The parallel lines run across the devices (see the neck and the eagle's head and right wing), and do stand out a bit. IMHO, PCGS would detail it and CAC would have an endless fit over it. That said, it looks bourse floor acceptable to my eyes, and I think this one would sell better raw than in a details slab.
