Given the pics posted, I'm not seeing anything other than a common, circulated '21 D cent.

Never heard of "stamped hair".
All I see is a circulated 2021D cent with
either staining or something on the coin.
In either case, it is damage.

Try an acetone soak for a minute or less. discoloration around the area makes it look like a stain.
