A 1995-P quarter with no outer rim. Only 4.6g. Feels more like aluminum outer layers. Mint error or PMD? Thanks

PMD, it has had an acid bath which accounts for the rims and lost weight.
We see these fairly often on the forum.

an acid dipped quarter - the copper core is a softer metal that the copper/nickel cladding and dissolved faster than the cladding.
