What we may be seeing here is Strike Doubling. This is sometimes seen around Liberty's profile. Here is a graphic from the VamWorld site for reference.

Thanks for the response and link and yes I agree thats exactly what happened . Does Machine Doubling affect the price ? Is it considered an error . I notice some morgans on Vamworld show a designation for profile doubling but not all .

MD does not affect the price of the coin. It is not considered an error - it's a part of the striking process. If the press is not perfectly set up, there can be a "bounce" associated with the strike that manifests itself in the way you see on this coin. MD is common on all denominations but can be seen most clearly on larger coins. There are a few VAMs that exhibit true doubling on the profile. It is usually minor and not nearly as dramatic as you see on your coin.

Likely VAM-23. The profile doubling is Machine Doubling.

cc3cents,

Nice job on attribution! As there are no other die pairs shown for this obverse, and the date location, along with the die crack matching at the neck/1 would appear to be the correct obverse die. That would be a very logical and more than likely correct guess. It oddly mentions (in the VAM-23 description) the Strike Doubling to be common with this die too. Not sure if they just had an issue with collar during this time of minting or what.
