I'm almost 100% certain it's a DDO. Nice find.  If you want, I can shoot Tanman an email for his input on this coin.

It's definitely unusual looking. I'm trying to remember where we saw something similar. Edit: ok, I see now. I didn't realize that this eyelid location was basically the new version of the doubled ear on State Quarters.

Definitely a DDO, cool one! Doubling is similar to VDDO-002 but it's not a match, it's a new die.
