Looks like Die Deterioration Doubling to me.

I can see dye deterioration where the letter is getting fatter.But you obviously have a letter O punched in front of behind another O please educate me on how you would consider that Die Deterioration.When they're not even near each other

Without personally examining the coin in-hand, I'm thinking a Die Deterioration issue.
