I found this 1985 penny, no mintmark, but the question I have is what is the line that runs underneath the IN GOD and ends at the L in liberty. The L is missing part of the letter. Is this just post mint damage or something else?

It appears to be a Ridge Ring caused by Die Deterioration. I suppose it could be a long, curved plating blister that follows the curvature of the rim, but that seems much less likely than a Ridge Ring.

It is a Ridge Ring, you can see the flow lines.
Common when the die is worn and the metal runs
towards the rim. No premium for this.
