I assume you mean the scratchlike ring around the outer edge of the reverse? No way to really say what caused it, but it is damage for sure. Somone obviously was having fun making holes in the coin, and most likely it's an artifact of that procedure either intentional or accidental.

Does not really matter as the three punch holes already killed the coin.

The ring is not circular - there are 4 indents. Someone had fun in the shop with this one.

Oh, I see said the blind man.........."The ring around the 3 holes"!. Who knows for sure? It's not a complete circle as Hondo stated with those 4 indents.
